Is BGP a routing protocol?

Or is it a TCP application?

If its a routing protocol, why doesn't it have a protocol number?

Telnet is an application that uses TCP to send data to end hosts.  BGP relies on TCP to send NLRI updates to it's peers.  BGP can therefore be called an application.   Is it a routing protocol?
